`The year 2001 has been designated as the Year of Dialogue among Civilizations by the United Nations.
Civilizations are not limited to individual states but comprise different cultures within the same civilization and are enriched and have evolved through dialogue with other civilizations. Despite such obstacles as intolerance, disputes and war, there has been constructive interaction throughout histroy among various civilizations. As a means of seeking understanding among the civilizations, strengthening interaction and exchanges by rooting out elements that threaten `peace`, `dialogue` and `tolerance` are essential in international relations.
Dialogue among civilization is based on the premise that diversity of humankind is a source of strength and not a cause for division. The process encompasses all nations and peoples regardless of their race, color, creed or national origin. Promotion of dialogue among different cultures on the basis of tolerance and respect for diversity would result in the reduction of tensions and contribute to international peace and security.
The stamp is the work of Urska Golob in Slovenia, representing the significance of communications among people through letters, parcels and telephone by children of four different races. The work also emphasizes the role of the post. The design of the stamp to be issued around the world was selected with the final screening by UPU among various works submitted from 28 nations around the world through domestic design contests.`
